The United Nations Security Council (file photo) The United Nations Security Council has condemned North Korea's April 5th rocket launch and demanded that Pyongyang not conduct further tests, saying that it would expand sanctions against North Korea. The Security Council's response was made official on Monday afternoon in the form of a presidential statement, which is a step below a resolution.

The breakthrough came on Saturday,[link widoczny dla zalogowanych], after a week of difficult negotiations on the format and language among the council's permanent five members and Japan. Council president for the month of April,[link widoczny dla zalogowanych], Mexican Ambassador Claude Heller welcomed the compromise. "It is not a resolution; it is a declaration. Monday's statement goes further, saying there will be additional strengthening of measures in resolution 1718 and activates the dormant sanctions committee set up under that resolution. "It is not extending the number of sanctions. It is not doing that. What it is doing is broadening the base of sanctions under the existing resolution. That is what we have agreed to do in principle and we have agreed to do it in a tight timeline by end of this month. So we are tightening the sanction screw a notch against North Korea," said British Ambassador, John Sawers.
The statement calls for the designation of entities that would be subject to asset freezes and the prohibition of the transfer of some goods into or out of North Korea.
Turkish Ambassador Baki Ilkin,[link widoczny dla zalogowanych], chairman of the sanction committee,[link widoczny dla zalogowanych], said no countries have officially submitted their list yet. But several ambassadors said they are putting them together.
The Security Council's presidential statement is a level below a resolution -- which has the power of force to back it up. But several ambassadors,[link widoczny dla zalogowanych], including U.S. envoy Susan Rice,[link widoczny dla zalogowanych], said the statement is legally binding, nonetheless. "The United States views presidential statements, broadly speaking,[link widoczny dla zalogowanych], as binding. In this instance, it is more than binding in that it adds to an existing Chapter 7 sanctions regime. So in our view, there is no doubt that the measures that will be imposed as a consequence of this presidential statement by the 24th or 30th of April will occur and will be binding,[link widoczny dla zalogowanych]," he said.
North Korea's two strongest allies on the Security Council, China and Russia, blocked the possibility of a resolution, but supported the presidential statement. Russian Ambassador Vitaly Churkin praised his Chinese and American counterparts, saying they deserved most of the credit for working out the compromise.

Pyongyang's rocket flew directly over Japan, inciting anxiety and outrage. Tokyo had pushed for a resolution, even flying in a high-ranking official to help with the New York negotiations. Ultimately, Japan said it was satisfied with the council's response, adding that the language was strong and unprecedented.
U.N. Secretary-General Ban Ki-moon issued a statement on Monday welcoming the council's response, saying it sends a "unified message of the international community" on the rocket launch and he said he hoped it would pave the way for renewed efforts toward the peaceful resolution of all outstanding issues in the region.
North Korea launched the rocket last Sunday, despite international diplomatic efforts to persuade it not to. Pyongyang said it was within its legal rights to launch what it said was a communications satellite. ◆ Speedy Power Transfer

Currently vice chairman of the Workers Party's powerful National Defense Commission,[link widoczny dla zalogowanych], he may assume a newly-created first vice chairmanship of the commission or even be given the chairmanship now held by Kim senior, according to a staffer with the Institute for National Security and Strategy, an arm of the National Intelligence Service. Party rules stipulate that the Central Military Commission controls the armed forces.
Kim Jong-un could also assume core posts in the party's Political Bureau and Secretariat. "The North is going to try and elevate the image of Kim Jong-un, who was made four-star general in 2010, from a military leader to a national leader in 2011,[link widoczny dla zalogowanych]," says a source familiar with North Korean affairs.
But the process of blindly pushing ahead with the hereditary succession could weaken Kim Jong-il's own leadership and lead to power struggles and factional strife, confusion in policy making, intensified confrontation with the outside world, and increased public discontent.
◆ Economic Stagnation
Pressured by the need to ensure a safe succession, Pyongyang is likely to avoid any reform and opening in 2011. Grain production next year is estimated at 3.8 million to 3.9 million tons, a decline of 200,000 to 300,000 tons from the already poor figure this year. That makes the goal of economic strength a pipe dream.
This year the North stressed the production of steel, fiber and cotton. "If it fails to achieve its target of economic growth by 2012, the regime may attempt to camouflage the failure with the claim that it has gained self-reliance in the 'people's economy.'" speculates the North Korea source.
Meanwhile,[link widoczny dla zalogowanych], the North's reliance on China is going to deepen next year. In 2010, it imported some 283,000 tons of fertilizer from China while talking about self-reliance. The figure is nearly three times the 105,[link widoczny dla zalogowanych],000 tons it imported from China in 2009 because aid from South Korea to the tune of 300,000 tons of fertilizer a year was suspended. In 2009 the North exported no coal to China, but this year it sold US$300 million worth to its sole ally.

China is lashing out at a U.S. House of Representatives resolution that calls on Beijing to release jailed dissident and Nobel Peace laureate Liu Xiaobo, one day before the Nobel award ceremony in Oslo.

A new autonomy plan is sowing discord in Spain, where the country's 17 regions already enjoy considerable autonomy. Drawn up by the moderate Basque government in northern Spain, the proposal opens the possibility of a fully independent nation. Madrid has rejected the plan as unconstitutional. Even residents of this restive region are divided.
Just about everybody in this seaside Basque city seemed to be out for a walk on a recent evening. Crowds strolled along a sidewalk hugging the bay, watching the Atlantic waves curl in. Young men jogged on the beach down below.
Most of San Sebastian's residents appeared to be ignoring a small demonstration taking place in the middle of town, where several dozen protesters marched on behalf of Basque separatist extremists locked up in Spanish jails.
The demonstrators included young people supporting the violent methods of the Basque terrorist group ETA,[link widoczny dla zalogowanych], which wants to establish an independent nation in northern Spain and parts of southwestern France. But they also included older ones, like 55-year-old Charo Estolaca. Mrs. Estolaca is a social worker in San Sebastian. She says she has fought for an independent Basque country all her life. She says she picked up her fight from her father and her grand father before that.
Dreams of an independent Basque nation stretch back decades, if not centuries. Basque separatists point to a historical - and some say mythical - past when the region was independent. But not everybody agrees that violent methods are justified to achieve autonomy.
That includes the Basque government, headed by the moderate Basque Nationalist Party leader,[link widoczny dla zalogowanych], Juan Jose Ibarretxe. Mr. Ibarretxes party rejects ETA violence. But it has drafted a new measure to renegotiate the Basque region's 1979 autonomy agreement with Madrid, which was accepted by the Basque parliament last month.

The Spanish parliament is expected to vote on the Basque proposal in the coming weeks.

"If Madrid says no, we would like to know what [Basque] society thinks about it, because nobody knows. Perhaps society does not back the new proposal. Then we are mistaken. Then the most logical thing would be to call for elections and have a new government. Demands for greater autonomy are mushrooming across Spain and elsewhere in Europe. In many cases the calls are peaceful.

Even Basque residents are deeply divided over Mr. Ibarretxe's proposal. The Basque region is part of Spain, she says.
Up the street, Basque lawmaker Marisa Arrue is also opposed to seceding from Spain. Ms. Arrue warns that Mr. Ibarretxe's plan provides fuel for ETA terrorists. Right now ETA is weak, she says. But she says the secessionist proposal is like an injection of oxygen for the extremists.
